Your Lordship will observe that, with the exception of the expenditure on account of planting Trees, the whole work has been performed by Contract, and I am satisfied on as moderate a scale as is consistent with efficiency. I trust under this explanation Your Lordship will be pleased

to sanction the outlay

reported - the work having been undertaken without previous reference to Your Lordship,

in

consequence of it being estimated at less than £200.-
